Private security agencies are a critical part of the security infrastructure in India. These agencies offer security services to individuals, enterprises, government organizations, and other associations. India's private security industry has expanded significantly in recent years.


In India, as per the report by the Ministry of Home Affairs, more than 18,000 private security agencies are operating, with over 7 million people employed in the industry. The Private Security Agencies (Regulation) Act of 2005 governs private security agencies and provides guidelines for licensing and regulation.


Private security agencies in India provide a wide range of services, including security for events, individual security, residential security and commercial properties, and transportation and logistics security. The services provided by these agencies are essential for preserving public safety and preventing crime.


What is PSARA License?


The Private Security Agencies Regulation Act (PSARA) was implemented in 2005 to govern the private security agencies' functions in India. According to the guidelines of PSARA, all private security agencies operating in India are obligated to obtain a PSARA license from the appropriate authorities.


After verifying of antecedents and credentials of the agency, the license is granted by the respective State Governments and its key personnel. The license is valid for a period of five years and needs to be renewed thereafter.


The PSARA license is crucial for private security agencies since it provides them with legal recognition and credibility. It confirms that the agency is complying with the statutory requirements and is operating according to the regulations established by the government. It also assures that the agency employs only trained and licensed security personnel.


Eligibility for PSARA license


To obtain a PSARA license, the private security agency must fulfil the following eligibility criteria:


  1. The agency must be registered as a company under the Companies Act, 1956/2013 or any other applicable law.

  2. The agency must have a minimum capital of Rs. 10 lakhs.

  3. The agency must have a registered office in India.

  4. The agency must have an experienced management team with at least one person with prior security-related work experience.


Documents Required for PSARA License


The following are the documents required for obtaining a PSARA license:

  1. Application Form

  2. Proof of Registration

  3. PAN Card

  4. GST registration

  5. Address Proof

  6. Bank Details, including the company's bank name, account number, and IFSC code.

  7. Experience Certificate

  8. Insurance Policy laid down by the State Government.

  9. Affidavit state convicted of any criminal offence in the past.

  10. Security Clearance Certificate

  11. Training Certificate of its security personnel

  12. NOC from Local Police Station


Procedure to Acquire PSARA License


Step 1: Fulfill Eligibility Criteria

Must ensure that it fulfils the eligibility criteria to obtain a PSARA license, including the agency's registration as a company under the Companies Act, 1956/2013 or any other applicable law.


Step 2: Prepare Required Documents

The agency must prepare the required documents, including the PSARA license application form, proof of registration, PAN card, address proof, bank details, etc.


Step 3: Submit the Application

Submit the PSARA license application form and the required documents to the concerned State Government.


Step 4: Background Verification

The State Government conducts a background verification process of the agency and its key personnel including antecedents, criminal records, and financial status.


Step 5: Site Inspection

The State Government conducts a site inspection of the agency's office and the premises where the agency proposes to provide security services.


Step 6: Training and Insurance

The agency must ensure that its security personnel undergo appropriate training as the State Government prescribes.


Step 7: Fee Payment

The agency must pay the prescribed fee to obtain the PSARA license. The fee varies from state to state.


Step 8: PSARA License Issuance

Upon successfully completing the above steps, the concerned State Government issues the PSARA license to the private security agency. The license is valid for a period of five years and needs to be renewed thereafter.


Validity of a PSARA License


As per the provisions of PSARA, all private security agencies operating in India are required to obtain a PSARA license from the concerned authorities.


A PSARA license is valid for a period of five years from the date of issuance. After the expiration of the license, the private security agency must apply for renewal of the license to continue providing security services in India. The renewal application must be submitted at least 30 days before the expiration of the license.
